Mr. Riggins is a Registered Civil Engineer in the State of California and has a Bachelors of Science Degree in Civil Engineering from the Pennsylvania State University, University Park, Pennsylvania. Mr. Riggins began his career with the California Department of Transportation, CALTRANS, in Los Angeles, California in 1991. Later, he managed many projects for Security Paving Company and Yeager SKANSKA, formerly known as E.L. Yeager Construction Company throughout southern California and New Mexico. Mr. Riggins' background is tailored toward working with the project's contractor and owner on various sized heavy civil and highway projects.

"Frank was one of the Engineers assigned to me at the beginning of the work (Earthquake Rehabilitation, Sylmar, California). He was very knowledgeable in the work that needed to be done and willing to go to any length to get the job done. He often worked day and night to get the job done right and get the contractors paid for their work performed. He prepared and managed several large size change orders while performing his regular duties, all with only a car, a desk, a radio and without a cell phone or laptop computer. Estimates were issued bi-weekly, The projects were 24 hour, calendar day projects for nearly a year.
